Fahrvergnügen is German for an unseemly act performed on environmental regulators—or it might as well be. Volkswagen, which used the term for driving enjoyment in a 1990 ad campaign, admitted this past week that 11 million of its “clean diesel” cars worldwide aren’t, well, so clean.
